OpenAI's Pentagon Fallout Opens Advertising Window Amid Trust Crisis
The Development
OpenAI is aggressively building an internal advertising infrastructure while simultaneously managing the worst reputational stretch in its history. Following a February 28 Pentagon deal granting the Department of Defense access to its AI models, ChatGPT uninstalls surged 295% in a single day. Anthropic's Claude rose to the No. 1 free app on the U.S. Apple App Store. Over 30 OpenAI and Google DeepMind employees—including DeepMind chief scientist Jeff Dean—filed an amicus brief supporting Anthropic's lawsuit against the Defense Department. OpenAI's head of robotics resigned on principle. The company also scrapped a data center expansion with Oracle in Texas, with Meta and Nvidia immediately moving to explore the vacated site. OpenAI is projected to burn $15 billion in cash in 2026, up from $9 billion in 2025, with 95% of its 910 million weekly users paying nothing. To close that gap, the company is hiring monetization engineers, ad product designers, and a trust and safety specialist for ads, with compensation reaching $385,000—while partnering with Criteo and reportedly The Trade Desk.
Our Take
The advertising acceleration and the trust collapse are not separate stories—they're the same story. OpenAI needs ad revenue because its free user base is financially unsustainable, but the users most likely to tolerate ads are the ones least likely to leave over a Pentagon deal. The ones who did leave—privacy-conscious, ethics-motivated, often higher-income—are exactly the audience advertisers want. What OpenAI is building toward is a monetizable audience remainder: large in absolute numbers, but self-selected by lower sensitivity to brand safety concerns. Brands that enter ChatGPT's ad environment now will be doing so with minimal competitive pressure and maximum negotiating leverage on rates and placement—but they're also buying adjacency to an active mass-casualty lawsuit, a military surveillance controversy, and an internal employee revolt. The inventory will be cheap. The context cost is real.
