OpenAI Launches ChatGPT Ads in India With Contextual Targeting Still Unresolved

The Development

OpenAI is introducing ads on ChatGPT's free and Go tiers in India, a market where it reports more than 100 million weekly active users — one of the largest single-country user bases for any AI product. The India rollout makes it the first major market outside the US to receive ChatGPT advertising. Simultaneously, independent research published by SE Ranking, Emberos, and Seer Interactive converges on a critical structural problem: ChatGPT ads have little to no demonstrated connection to the conversations they appear alongside. OpenAI is also testing exclusion targeting capabilities, suggesting the ad product is still in active development even as commercial deployment accelerates.

Our Take

The India launch is a revenue play dressed as a product launch. OpenAI needs to monetise its free tier at scale, and India provides the volume to generate meaningful ad revenue while the ad product matures in a market where CPMs are structurally lower and brand safety scrutiny is less intense than in the US or EU. The contextual targeting gap is the core problem. Advertising without conversation-level relevance is display inventory with a ChatGPT logo on it. The exclusion targeting tests signal OpenAI knows this — you build exclusions when you cannot yet guarantee brand-safe placement organically. Brands with premium positioning should treat this as a reach vehicle at best, not a precision tool.

What Changed

Advertisers now have access to a programmatic-style buying surface inside a conversational AI with 100 million-plus weekly users in a single emerging market. But the targeting layer — the mechanism that would make that surface valuable — does not yet function with contextual fidelity.

4

Marketing Impact

Brand and media buying teams face a classic measurement problem: spending inside a surface that lacks proven contextual relevance means standard attribution signals are weak. Media planners cannot optimise placements they cannot see, and brand safety teams have no conversation-level audit trail.

5

Competitive Implication

Performance advertisers with high tolerance for ambiguous attribution — direct response, app install, e-commerce — can absorb the targeting immaturity and gain early-market reach in India cheaply. Brand advertisers running premium campaigns are structurally exposed until contextual integrity is demonstrated.

6

Strategic Outlook

OpenAI will iterate the targeting product rapidly under commercial pressure. Expect conversation-level contextual signals and richer exclusion controls within two quarters. The India rollout is the forcing function — ad revenue from 100 million users creates the incentive to fix what the research is flagging publicly.

7

The Exploit

Action Item

Media directors with India-facing direct response campaigns should negotiate test budgets now, while CPMs are low and OpenAI is incentivised to prove performance — lock in rate terms before the targeting product improves and pricing follows.
