Google AI Overviews Slash Paid Search CTR 68%, Forcing Campaign Strategy Overhaul
The Development
Google's AI Overviews have triggered a measurable paid search crisis. According to Adthena data covering hundreds of thousands of advertisers and 5 million-plus ads from late December 2025 through January 2026, AI Overviews appear on 79% of longer finance queries and 84% of retail comparison searches. Seer Interactive data confirms paid CTR dropped 68%—from 19.7% to 6.34%—between June 2024 and September 2025, with a single-month collapse from 11% to 3% in July 2025 as Google expanded AI Overviews into commercial queries. CPC inflation followed mechanically: Google Search spend grew 9% year-over-year in Q1 2025 while clicks grew only 4%. Retargeting pools are shrinking in parallel—campaigns that historically built 10,000-user remarketing audiences from informational traffic now capture roughly 3,000. One counterintuitive offset exists: 65% of industries saw conversion rates improve in 2025, with education up 43.87% and sports up 42.43%, as AI Overviews pre-filter low-intent users before the click.
Our Take
The 68% CTR decline is real, but treating it as a simple traffic problem misses what's actually happening. Google has restructured the funnel without asking advertisers. The research and comparison phases—where retargeting audiences were built and brand preference was shaped—have been absorbed by AI Overviews. Advertisers who keep optimizing keyword bids in response are playing defense on the wrong field. The conversion rate improvement data is the tell: the clicks that survive AI Overview saturation are higher quality because AI pre-qualified them. That means the strategic move isn't to recover lost volume—it's to concentrate spend where AI can't intermediate: branded terms, transactional queries, first-party audience lists, and Shopping feeds with attribute-level specificity that AI Mode requires to surface products. The advertisers who treat this as a budget efficiency problem rather than a structural shift will chronically underinvest in the data infrastructure that now determines auction advantage.
