The Development

WPP CEO Cindy Rose unveiled the 'Elevate28' strategy on February 26, formally abandoning the holding company model in favor of a single operating company organized into four units: WPP Media, WPP Creative, WPP Production, and WPP Enterprise Solutions. The announcement followed WPP's 2025 full-year results, which showed revenue of £13.55bn—down 8.1% year-on-year—with revenue less pass-through costs declining 5.4% on a like-for-like basis. The plan targets £500M in annualized gross savings by 2028 at a restructuring cost of £400M phased over two years. WPP Creative, the new umbrella unit housing Ogilvy, VML, and AKQA, will hold P&L responsibility, collapsing duplicated regional and global management layers. Executive compensation will be realigned to overall WPP performance rather than individual agency results. Phase one—stabilization and cost reduction—runs through 2026, with organic growth targeted for 2027. The entire portfolio will be unified under WPP Open, the company's agentic marketing platform. Rose also signaled a shift toward outcome-based pricing, with fees tied to client business results rather than hours. WPP Media boss Brian Lesser confirmed principal-based media buying is a growing revenue contributor.

Our Take

The structural move that matters most isn't the rebrand to 'WPP Creative'—it's the P&L consolidation. When individual agency P&Ls disappear into a divisional structure, agency leaders lose the financial autonomy that historically made them competitive. Rose is betting that removing internal competition accelerates integrated pitches and cross-sells, as evidenced by the Kenvue win. The outcome-based pricing push is equally significant: it repositions WPP's value against AI-driven commoditization of production and media execution. But the client-side risk is real. Spend from WPP's top 25 clients fell 4.1%, and Mars—formerly the sixth-largest client—defected to Publicis. Rose has 18 months to demonstrate that structural simplicity translates to commercial momentum before transformation fatigue becomes a client-retention problem, not just an internal morale issue.

Action Item

If your brand is currently in a WPP agency relationship or upcoming review, request a joint capabilities presentation from WPP Creative before Q2 2026—the new P&L structure means integrated cross-agency pricing is now negotiable in a way it never was under the holdco model.
